Abstract
In this study, we focus upon support policy for small and medium firms by municipalities, among which small and medium firms will examine the direction of support policy toward new business. Firstly, we will clarify the factors that impede the diffusion of innovation from the case of small and medium firms in Higashi Osaka. Secondly, we will compare the cases of innovation promoted by the municipality's support project and the case of Higashi Osaka. Finally, we build a hypothesis about the direction of local governments' innovation promotion policies.
