Research on Actual situation of ICT Use in Small Local Governance

Structuring Maturity Model

Abstract

Maturity level survey to e-local governance shows that the maturity level of small and medium-sized local governance is very low. Ultimately, we analyze the problem of low maturity of informatization of municipalities that are facing a declining population with population less than 100,000, and aim to construct SML version maturity model. In this report, we show the results of task analysis of small and medium-sized municipalities toward building SML version maturity model. Specifically, we report the results of interviews with external experts, preliminary surveys by interviews and observations by governments and local governments.
