Abstract
In this study, we will focus upon support policy for small and medium enterprises by municipalities, among which small and medium enterprises will consider measuring the effectiveness of support policies towards new business. From the pilot survey for SMEs certified in the Osaka City Osaka Top Runner Project, firstly, to clarify the importance of soft business support to promote new business of SMEs. Secondly, we propose a framework to capture the effect of support policy by market orientation and information resources on two axes. Finally, we construct a causal hypothesis about the measurement of the effectiveness of innovation promotion policies by local governments.
