Empirical Study on the Acquisition of University Research Funds and University-Based Start-Up by Amakudari

Abstract

This research investigates the research question of what benefits the descended human resources bring to society and what impacts they have on improving the research capability of universities. We clarify the impact and mechanism of the unique network of bureaucrats are variable human resources descended to universities, on the research capabilities of universities and the creation of university-originated start-up. We use the personnel data of national government employees at public universities from April 1, 2017 to March 31, 2019. The results demonstrate the impact of Amakudari on the ability of universities to obtain research funding and the establishment of university-originated start-up. The demonstration of the effectiveness of Amakudari makes a practical contribution help in the fair evaluation of Amakudari.
