This study investigates how organizations compete and cooperate to define regulations in an industry that is legally controlled and composed of multiple types of industries. Time series analysis was applied to a case in the automotive industry in Japan in the 2010s where automatic emergency brake systems were getting popular and regularized, primarily focusing on the case of commercial vehicles. We found that an accident seems to trigger increasing both regulation-defining and competitive actions. This result can be an example as a method to find a case where regulation changes coopetitive actions.
