The reason why I accepted planning this symposium and participating in it is that I thought my special field of research could be useful to the Japanese Agricultural Systems Society, where proper solutions are attained thorough interdisciplinary researches. The movement toward agricultural administration reform which utilized risk management for the agricultural field starts at least, and its importance is increasing. Then, I analyze the incident of the highly pathogenic avian influenza which was prevalent last winter from the viewpoint of risk management, and to prevent or mitigate the damage in agricultural management in this paper. The obtained result is as follows: (1) An agricultural manager should be aware of the need for security. (2) In order to confirm risk management in an emergency, agricultural administration persons always have to do their best so that they may be trusted and depended by farmers. (3) Establishment of an insurance institution is required for the risk management of agricultural management. In addition, the title of this paper is expressed with the meaning which emphasizes the importance of substantial risk management, message ‘feel easy since it is safe’ makes solution difficult on the contrary if effective risk management bringing about substantial solution is not performed.
