Abstract
The definition of 'SOHO' still remains unsettled and an estimation method for SOHO population has not been established so far. The first purpose of this study is to clarify the operational definition of SOHO. The second purpose is to estimate SOHO population by selecting available official labor statistics and exploring the limitations of these statistics. The official statistics which have the most items and accessible cross-tabulation tables for estimating SOHO population was the Population Census. However, the problem is that the census does not cover ICT use. For accurate estimation of the SOHO population, an improved sampling method for the MILT Telework Survey is desired.
