    As one of the big effects to introduce the teleworking, the reduction of the commuting load train and on foot of the worker is enumerated. In this announcement, it proposes the technique for converting the effect in the amount of money, objective data like the energy consumed of the body by commuting and the congestion rate etc. of the train is used. As a result, it is thought that the degree of the mitigating effect of the commuting load by the teleworking is quantified, it becomes clear, and it becomes the material of the motivation that the teleworking introduction is strong for the enterprise and the worker. Moreover, it is thought that it is possible to use also for the cost performance comparison when the enterprise examines the installation location in the satellite office, and the operation of an effective satellite office becomes more possible.

    The paper is showing changes of time allocated to various life behaviors brought about by the performance of telework. The analysis is done based on the results of the latest telework survey. Although included in the category of telework, working at home shows different behaviors patterns from mobile working or teleworking at other company facilities. Free time increases in the former, but transportation time increase to reduce even free time in the latter. Therefore, the paper concludes working at home should be promoted among various types of telework.

    The population of senior SOHO is growing. How does telework support the retired person to be senior SOHO? What is the problem of senior SOHO? In this paper, showing the model case of seior SOHOs who retired Japanese big company, I'll indicate the future vision of Japanese senior workers. Also I explain the importance of senior SOHO agent that have several functions for senior person, for example the job-matching-function, job-management-function, and educational function, etc.

    The Product Manufacturing in JAPAN is now facing with business process reengineering. The building of new business model on Tele-work is therefore a requisite that needs to be established by the Tele-work application. This paper outlines BIT Tele-Project Management System and introduces the business model organized by senior engineer, carrier lady, and related group company. Actual project based on this system is also introduced as application examples, which is the development of engineering document database.

    The definition of 'SOHO' still remains unsettled and an estimation method for SOHO population has not been established so far. The first purpose of this study is to clarify the operational definition of SOHO. The second purpose is to estimate SOHO population by selecting available official labor statistics and exploring the limitations of these statistics. The official statistics which have the most items and accessible cross-tabulation tables for estimating SOHO population was the Population Census. However, the problem is that the census does not cover ICT use. For accurate estimation of the SOHO population, an improved sampling method for the MILT Telework Survey is desired.

    It was in the mid-1990s that the words "telework" and "SOHO" became the vogue and their effectiveness and potential came under review worldwide. Since then telework or SOHO has been offering significant benefits to employers, employees, self employed individuals and entrepreneurs, and giving local economy advantage in developing. In Japan, to act as a vehicle for promoting broad-ranging research in the telework field, for assessing telework program effectiveness and proposing best practice, Japan Telework Society was established in 1999 and has been supporting research activities on telework for the past decade. In this study, for figuring out the trend in studies on telework or SOHO promoted by the society since its establishment, articles which have been published in its academic journal are analyzed using tools for the text mining and the multivariable analysis. Further based on the results of the analysis of those articles the future aspects of telework or SOHO are presumed.

    Under the current worldwide recession, a system to reduce social cost of environment or medical as a new growing field is called for more than ever. Telework can be considered as the key player in this new growing field as we have proposed a telework-based work model in our previous paper, "Creating the Diet Management System Based on Telework (2006)". In this paper, the critical success factors of the previously proposed telework-based work model are examined, and the role of telework in PMBOK (Project Management Body of Knowledge), which is becoming the world standard, is considered. Then applicability of telework for education, environment or other fields are also discussed at the end.

    Many of local governments are requested to carry out the administrative reform to solve their severe financial problems and implement administration outsourcing. This article estimates the economic impact of administration outsourcing implemented in the Kochi prefecture by means of Input-Output table analysis. The Kochi prefecture contracted out 750 million yen to the domestic companies, SOHO agents, etc. in the 2007 fiscal year. The impact of the outsourcing to the local economy was 1.62 times as large as direct expenditure of the prefectural government. The local employment increased 173 persons. The result of the analysis shows that administration outsourcing is effective to the development of local economy and the creation of employment as well. The degree of economic impact of administration outsourcing is comparable to that of public undertaking. Administration outsourcing is generally regarded as a measure for the administrative reform, but it can also be an effective strategy for the regional development instead of public undertaking which is recently restrained due to the deficit of the finance of the national and local governments.

    I have expected that telework contributes to the re-vitalization of regional economy and the resolution of depopulation problem in the countryside. But, my expectation seems not yet realized satisfactorily. IT venture companies and SOHO gather in the Tokyo and the metropolitan districts, because information service demand is abundant in those areas. The purpose of this paper is to reexamine these situations and confirm my expectation. I think the re-vitalization of regional economy is possible by telework and 'chisan chisho' of jobs. By telework, we can get information service jobs from distant cities. Chisan chisho of jobs means that jobs are to be carried out by local companies and not to be taken away by outsiders. By chisan chisho, local SOHO can get jobs and continue their business. I also discuss the problems of these two ways.

    This paper is the interim report of our 2-year activities of Resort Office Research Group. At the first, the philosophy of resort office is re-considered and we classify two types of resort office; corporate (or business) type and individual type. These two types are rather different in some respects from each other. We have had the fieldworks in three resort offices. Karuizawa team studies the present condition and the future progress of resort offices in Karuizawa. And the team is testing the tele-conference tool Skype between Karuizawa and Tokyo. Rokko team is considering to make use of unengaged recreation houses at Rokko mountain and recently had an event at the resort office there. Shirahama team introduces IHS (Innovation Hot Springs) plan by Wakayama prefecture. HIS is the project for the accumulation of information service industry in Shirahama hot spring. Lastly, we emphasize that the resort office is important for our human life, and the change of sense for work and life is the key point.

    A company's business shutdown by event of disasters which are local incidents like fires, regional incidents like earthquakes, or national incidents like pandemic illnesses, would inflict on not only its own business but also the business partners' and client companies' business. Corporate executives need to work out their corporate business continuity plans (BCP). Telework has prospects of as the method to secure business continuity because the implementation of telework extends employees' workplace to their home. This paper aims to clarify how telework would contribute to securement of business continuity by telework implementation.

    Under the Revised Law Concerning Stabilization of Employment of the Elderly, employers are gradually required to provide stable employment for workers until the age of 65, by FY 2013. It is expected that telework can offer employment opportunities for the elderly. However, the actual condition of the telework of elderly employee is not known well. This paper examines the issues of the telework in the elderly employment, mainly by case study.

    This research offers ideas on building brand royalty using an original Web promotion strategy as opposed to conventional brand marketing that utilizes television, magazine and other advertising media.     While an enormous number of newcomers has been entering into the E-Commerce (EC) business every year, an equally large number of stores has been exiting from the EC market. In these days, numerous books and trade magazines have listed up so-called key success factors (KSF) of EC, and many ways to succeed in EC have been taught at various EC seminars; however, EC owners have been relying on unscientific ways to make their decisions so far. This paper discusses ineffectiveness of existing KSF, and hypothesizes that the ineffectiveness of KSF is stemming from the inappropriate level of institution in EC. Then a case of an effective EC analysis which is based on an appropriate level of institution is introduced at the end.

    A figure reproduction procedure that uses coordinate data for infinitesimally small segments is proposed. These segments are inherent in the figures outlined on drawing boards contained in Web pages rendering visual Web-based learning systems. These procedures aim to adjust the original figures drawn by the freehand movement of the mouse pointer into well-formed figures. They also aim to reduce the amount of coordinate data required for these segments. In the proposed procedure, the inclination angle between two infinitesimally small segments or the difference between two segment lengths is evaluated. Further, only when the result of this calculation is smaller than a specified value, these two segments are integrated into one segment. The reproduced figures on the Web page that use these integrated segments and the integration ratios obtained using these procedures are compared.

    With the advances in information and communication technology, the software development and communication tools were evolving at a rapid pace, and it has become easier to co-develop software among geographically distributed teams. Within Japan there are no time difference, no language barrier, and no cross-national cultural differences which are known as common issues in offshore software development projects. However, Japanese companies still prefer to co-locate all of team members including system engineers and programmers at one site even though there are no technical difficulties to work across sites. The onsite development is always the mainstream of software outsourcing business in Japan. This paper examines methods and management style of Japanese software development projects and elicits the factors which make the distributed software development more difficult compared to onsite development in Japan.

    This paper has described five cases of flexible work and made clear the factors introducing the flexibility in the Netherlands. These five cases include one Dutch company and four Japanese subsidiary companies in the Netherland and are through interview with three Dutch and two Japanese HRM managers. The flexible work consists reduced working hours (Part time employment), flextime, telecommuting and compressed working hours. As a conclusion five characteristics has been expressed through the five cases. However the most fundamental factor is 'respect for individuals' based on individualism. Flexibility in working is recognized as a motivation factor in the Netherlands. On the contrary inflexibility in their work can prevent the company from motivating employees. This seems to bring out flexible work in the Netherlands. Moreover what is noticed by this research is a new direction. Flexibility of work would be developing as a element of social innovation in the Netherlands.

    The psychological phenomenon so called, "Children See. Children Do." may influence the work style in subsequent generations, under present circumstances most parents who are corporate employees commute to their offices which children observe either directly or via TV media. Corporate telework option, which includes the benefit of working at home using ICT technology, was explained by elementary school teachers to 112 schoolchildren of grades 3 to 6 years in elementary school. This was followed by qualitative research regarding whether the children desired collective work or telework, using a questionnaire method. As a result, the children who wished to work by commuting and collective work at offices was approximately 77% among respondents who answered that their desired occupation is to be employed at a company and/or public institution. Moreover, there was a tendency for the children who desire work at an office to increase as their school year goes up. The author also observed from the open-ended questionnaire the children's socio-psychological consciousness or social precociousness manifested by the teachers' explanation of telework, from the schoolchildren's answers such as "Sense of work cannot be obtained if working at home" and "Collective work with colleagues is fun". Fact that schoolchildren already have such sense and may become obstacles to corporate telework in future have not been reported in past research studies.
