Abstract
It is necessary to cope as the social system which rolled up not only enterprises and their supply chains but also local governments and government of Japan to deal with virulent influenza. The government urges the local governments to prepare their Business Continuity Plans (BCPs). However, there are not many local governments which already prepared BCPs. This paper aims to clarify the factors to urge preparing their BCP based on the public information about the risk and crisis management written on their web sites. As the result of this research, it comes into focus that specialists or divisions on risk and crisis management would contribute to preparing their BCPs.
