Abstract
Telework has become popular and available for our daily life with the rapid growth of information and communication technology. Accordingly, the demand of our society for new work styles and a new type of human resource are increasing. However, the institutional and legal labor system remains unchanged. Location, work hours, job commitment, worker's compensation and so on often do not compatible with the concept of Telework. In order to overcome the incompatibility, we should reconsider the background of the current institutional and legal system which has been established from the history of mining industry. In addition, we examine the challenge of Joban Kosan Co, Ltd. as an example of diversification of declining industry.
