We have expected the telework to be the effect of regional development measures. However outcome of reflux of local business from Metropolitan area is less. Under the Abe administration, government policies for telework have been hammered out one after the other. But the essence of the policy is the realization of a work-life balance for working women support. On the other hand, we expect the arrival of a new telework era beyond the border from the rapid spread of crowdsourcing. Therefore, in our study, we consider the regional development policies through work orders of the use of crowdsourcing. Our keywords are Order of work from the region, Provincial in urban areas and Regional cheering squad. We suggest regional development model of the next generation, which is based on skill reflux.
