Phasor Measurement Unit (PMU) is the important component of Wide Area Measurement System as the measurement device for constant monitoring of power systems. However, the PMU cost is still expensive, thus the location must be optimally selected. This paper studies on the optimal PMU placement for the dynamic vulnerability assessment evaluated by the center-of-inertia based frequency in electric fast coherent areas determined by hierarchical clustering. The statistical simulation provides the optimal PMU placement to enhance the system security level with suppressing the PMU cost.
