This paper presents a circular polarization selective surface (CPSS) cell with improved axial ratio under oblique incidence. The CPSS cell consists of the two Pierrot’s cells arranged in two-fold rotational symmetry. The CPSS cell is designed in the Ka-band for satellite-communication downlink (17.7-20.2 GHz). The axial ratio of the CPSS cell is below 5.9 dB for the oblique incidence angle of up to 45 deg., whereas that of the conventional CPSS cell composed of the single Pierrot’s cell increases to 18 dB.
