New reform and changes have began to be training of teachers. In other words, teacher training is not only a problem in the university but has become an important problem of educational administration which involves the board of education, too. Such new flows connect with a creation of the relation between universities and boards of education and thus becomes an important research problem of educational administration a new "learning with meaning". Therefore, it is thought that there is a need to explore the directionality of future teacher training and studies while examining "the restructuring of for teacher training study, and training" as a problem for research in the current year, especially focusing on the in to cooperating between universities and boards of education. Several questions were discussed as follows after the presentations. What social context could we point out behind the urgent voice on the necessity of a tighter relationship between universities and boards of education? How could we organize or combine with the two types of relations, namely, (1) the relation between universities and boards of education as a focused research topic, and (2) the direct relation between universities and individual schools? Do these relations trace a different route, or are they included in one structure? What kind of research issues should be raised in order to break through the present situation in education by doing collaborative work with universities and boards of education? As a result, through the discussion we have recognized that events are now in the process of constructing collaborative work with universities and boards of education. At present, we are witnesses to many cases of collaborative work in different places. We should understand the necessity of collaborative works, but we must keep in our mind the responsibility of both sides, universities and boards of education.
