Abstract

Tourism industry is a powerful tool for promoting the regional developments and considered one of the key industries. In this paper, a case of resort development by Mitsui Realtor, Inc. at the Tateshina Highlands in Chino city, Nagano during 1969 through 1973 (so called the 1st resort development boom) was examined. We investigated and analyzed the actual conditions of this exogenous development, and analyzed how this exogenous development influenced the community. Further whether or not this exogenous development actually contributed for promoting the advancement of the community was studied. On one hand, accepting the exogenous capital resulted in a major amount of income for Zaisanku, and the money was used for the community welfare. On the other hand, the exogenous capitalist considered its environment and managed the resort area, and both sides had well kept relationships and brought satisfaction for the residents. This case of Forest of MITSUI indicated that even the exogenous development can promote the regional development while many resorts were facing the critical phase to survive.
