The government of Indonesia has recently been developing Forest Management Units (FMUs) nationwide. FMUs are to undertake on-site forest management activities. To know how FMUs are actually trying to manage forests, I analyzed long-term forest management plans that FMUs formulate for the activities during next 10 years. I drew on the plans of 22 FMUs located in Sumatra. I confirmed the activities planned in four aspects, i.e. development of an institutional infrastructure, utilization of forest resources outside concession areas, empowerment of local people, and control of concession holders, with the analysis of the expressions or ways of writing related to these activities. It was discovered that the FMUs listed up various activities that they considered needed, but a fair amount of them might be written without enough deliberation on feasibility.
