We set 4 alternative utilization systems for sludge and food-waste, and assessed their effects on LC-C02, phosphorus recovery, and Adjusted Risk. The results is that (1) in urban area's system, the scramble of waste would occur between GHG(greenhouse gases) reduction and phosphorus recovery, and (2) in suburban area's and rural area's system, increase of health risk should be tolerated to give priority to GHG reduction and phosphorus security risk reduction.
