The Royal Irrigation Department (RID) is the main organization that carries out water management in Thailand. Farming in the Chao Phraya Delta has changed drastically over the last 15 years, and water management has become more complicated and difficult. To increase water resources by water management and realize stable water supply for cultivation at lateral irrigation canal level are recent urgent subjects. Under such background, the development of the decision support system (DSS) for practical water management started under the Modernization of Water Management System Project. This project is the project-type technical cooperation supported by the Japan International Cooperation Agency.
The process of development is very important for this kind of DSS. Without participation, understanding, and agreement among future users, the system will not actually function. In this report, the authors explain how the authors and their Thai counterparts came to the starting point of developing the DSS to ensure the sustainable use of the system. Many things have been attempted. The ownership of the activity by the counterparts, selection of target area, selection of computer software, connection of project activity to the regular work of RID, sharing of roles among counterparts, and clarification of output indicators were the main focus of the process.
