The national park committee, the special committee, and the round-table conference of the Department of the Interior which were held from 1931 to 1936, made the choice and the area decision of 12 National Parks. In the process of these deliberation, various problems were discussed, such as lack of unity of the recognition for the great scenery place of nature, serious consideration of the primitive scenery and the unity, opposition of the outlook on scenery, coexistence with the national park and the industry, idea and real estrangement about the use and the appropriate placement, adoption of the Japanese-style independent name, associate national park, collective designated problem and so on. This paper arranges deliberation contents of the national park committee from the minutes according to the point at issue, and it particularly analyzes the discussion of special committee consisting of 11 or 13 people who performed the substantial deliberation. Through these analyses, it consider what is irresistibly incorporated in the place of the dynamics of the complexity that various power acts on, for an evaluation of the national scenery in the birth of the national park.
