Abstract
It is necessary, for solving manpower planning problems, to use the steady state model, which considers manpower development from the long-term viewpoint, and the model which can be optimized for multi-period planning starting from the present state. This paper presents a steady state manpower planning model by using goal programming, in which it is assumed that manpower development is realized by job experiences, and as the results, the period of occupying the position is one of main factors from the viewpoint of learnin. If the present model is used, manpower planning problems can be solved, in which a long-term manpower development is premeditated.
