By the revision of the Maritime Traffic Safety Law, overtaking is prohibited in some sections of the Kurushima strait. However, congestion of ships in Traffic Route has occurred as a result of the prohibition. If a slow small vessel cruises in these sections, following vessels need a decrease in speed. These actions cause a dense traffic flow and a very dangerous situation like a near-miss. We therefore took a marine traffic census in the Kurushima strait for a survey of current situation. Based on the survey, we evaluated the safety of a congested traffic situation, and it presented that a ship officer cannot permit the dangerous situation. As how to solve these problems, we examined the control method proposed in the first report by applying the actual traffic flow. The result suggests a possible beneficial effect of the method for small vessel.
