Fisheries management is being implemented in various places in Japan, however rampant poaching behavior is a great concern. In order to enhance the effectiveness of fisheries management, to ensure the sustainability of fishery management, appropriate response to the fishery-related laws are required. This paper aims to clarify the current situation and problems of poaching in fisheries.
As a result of analysis, it became clear that poaching occurred after monitoring hours, and the abalone that was poached are located near to the market that did not conclude a collaborative relationship with fisheries. The expansion of the monitoring activity by the fisheries and the collaborative relationship with many markets are needed, however it is necessary for the fisheries to pay an additional cost towards this initiative. Therefore, in addition to the monitoring of poaching, requires reinforcement by the police, coast guard and fisherman, the following support and collaboration to prevent poaching activity will be necessary for better management. The first is penal regulations reinforcement is important for the purpose of preventing poaching. If prevention for poaching is strengthened by penal regulations reinforcement, the burden of the monitoring activity by fisheries will be reduced. The second is financial support for monitoring activity by the fisheries. The monitoring expenses increases with fuel price increasing year by year. If monitoring activity reduces, poaching activities spreads, and many will enjoy and benefit from poaching. The revival of the subsidized project of the Fisheries Agency will be one measure in preventing poaching.
