Abstract

The Kobe City Civil Protection Manual on the assumption that a bomb might go off in a crowded place has three-tier structure, which consists of strategic decision tier, tactical decision tier and on-site-action tier, and is classified by a point of decision-making. According to three-tier structure Government of Kobe City drew up the manual, which included a study on crisis management procedure for the disabling of unexploded bomb in Kobe, 2007. It could connect a review of tabletop exercises with a testing of the manual through the appropriate PDCA cycle procedure. The aim of this thesis is pigeonhole the process of development and testing of the three-tier manual for emergency response through tabletop exercises and actual responses.
