災害時要援護者支援実施上の課題解析

－2007年神戸市東灘区不発弾処理の事例から－

At the disabling of an unexploded bomb in Kobe, Mar 4, 2007, Government of Kobe City formed a warning cordon with the radius of 300 meters from the bomb and ordered to evacuate from the restricted area. It considered what was important was to let vulnerable people to disasters evacuate smoothly. In order to find out vulnerable people who were not reported, Government of Kobe City ordered the staffs to visit all the houses in the restricted area in advance. On the day of disabling of unexploded bomb, the support plan for vulnerable people was carried out. To complete to evacuate, the staffs visited all the houses again and checked whether no one left. The aim of this thesis is to examine the lessons learnt from the emergency procedures on the evacuation support for vulnerable people to disasters.
