The purpose of this study is to assess the time-variation of individual assets when seismic disaster strikes. Since we recognize that personal assets is a most important factor having a great impact on a recovery of individual family life, we propose the concept of the Family-life Continuity Plan (abbreviated to FCP). Firstly, we modeled the average asset for a white-collar worker family in Japan. Secondly, we examined the effect of personal seismic countermeasures as structural strengthening of their own house or carrying insurance. As a result this study showed that a prior risk protection as seismic retrofitting of building is more effective than any other post countermeasures as risk tolerance.
