A growing interest has centered on disaster ethnography as a basic research material for analyzing disaster management process. However, standardized procedure for analyzing disaster ethnography has not been established. In this paper, we regarded disaster management process as a series of dilemmatic decision-making between two conflicting alternatives. This formulation could make disaster ethnography more standardized. A clear perspective was also gained regarding how to utilize ethnographic description of disaster management process for developing a disaster management education procedure.
