Many computer assisted disaster response support systems have been developed after the Hanshin-Awaji Earthquake. Those systems can succeeded in providing support to integrate various kinds of hazard information quickly and easily, but they cannot provide support for overall decision making in disaster response. It is mainly because these systems have failed to support what is needed for disaster response business flow due to the lack of communication between municipal administrators as client and system engineers. In this research, we developed a standard operation procedure to define disaster response business flow through a collaboration between client and system engineers.
