There are many public assistant systems offered for damaged dwellings restoration, and a series of unified systems would be extremely effective for disaster victims. But each system is based on a different law and provided by different section of local government.This study summarizes the process in which a measure is implemented and analyzes the problem caused by a lack in cooperation of each system in 2004 Mid-Niigata earthquake. Study has developed utilizing disaster ethnography based on the interview survey for disaster workers of Ojiya City.
