Disaster response exercises prove to be effective tool to improve capabilities of local governments during disasters. However, because of the lack of know-how especially on scenario making, it still remains that disaster exercises are difficult to be conducted and popularized among local governments. In this paper, firstly, problems in the present method of scenario making were clarified. And then, a proposal was made in order to solve those problems, Finally, verification was done according to the questionnaires and interviews from participators in exercises.
