Abstract
The toughest problem for today's consumer is housing, particulaly in the cities and even more so in the big cities. The Survey on Housing Demand for 1988 compiled by the Construction Ministry's Housing Bureau shows that a majnrity of the nation (51.5 percent) is dissatisfied with its present housing. Dissatisfaction is generally a precursor of action for improvement, but improvement in housing is difficult because of the very high financial outlay required to purchase a house, the major factor keeping demand for housing improvement latent, and keeping the dissatisfaction from being translated into action. A house is the container for the family in its daily life and the failure to eliminate that dissatisfaction will continue to have a major negative impact on family life. If people can be made aware of these problems through study, we should be able to develop policies that will overcome the factors making action on the behalf of improvement difficult. I would like to suggest the kind of study materials that can be used by high school students, the very people who in the near future will be housing consumers, and who will be the main actors in the building of the new life in housing.
