Exploring the cases of Financial Services Agency and Kumamoto Prefecture, the first part of this paper examines the importance of positioning household management education in the consultation manual for over-indebted debtors. We also consider the situation regarding consultations at Kanagawa Life Support Center. Secondly, this paper investigates the self-support programs of those welfare recipients who have multiple debt problems; each local government has a different way of understanding the reasons for debt. Lastly, as the authors and other existing research have argued, the role of life-support counselor as a specialist who becomes the core of support for over-indebted debtors is reconsidered in relation to consumer education.
