In this study, we reviewed previous studies on inquiry-based learning in primary and secondary education, and clarified its trends, challenges, and prospects. We reviewed domestic and foreign previous studies from the four perspectives of “definition of inquiry-based learning,” “fundamental qualities and abilities fostered by inquiry-based learning,” “design of inquiry-based learning,” and “use of ICT in inquiry-based learning.” Based on the results of these reviews, practical and research issues that are required for future educational technology research are proposed.
