Value co-creation through the participation of local residents is important for local revitalization in a sustainable manner. Based on this background, this study examines the process of how this value co-creation occurs and grows from the perspective of service studies. Based on previous studies, we constructed an analytical framework with two elements: the civic pride that motivates citizens to participate in the community, and an actor transformation model. A case study was conducted in Yuzawa Town, Niigata Prefecture, which is one of the depopulated municipalities in Japan and has recently seen an increase in the number of residents moving to the area, thereby revitalizing the community. As a result, we found a cyclical relationship in which residents grow from the role of resource consumers who consume local services to resource integrators who provide their own resources in a step-by-step manner with civic pride. This will add new knowledge to service studies by clarifying the process of a cyclical system in which residents themselves co-create value by changing their roles.
