An expert system for the real-time operation of a flood-control reservoir is formulated and its applicability to the extreme floods is examined. We show that the ordinary rules of operation of the reservoir can be described by production rules. When the conventional rules of operation are used during the flood where inflow exceeds that of the design flood, the outflow increases rapidly and has a large peak. Using the inference system which includes a flood prediction model and optimizing routines, these problems can be resolved.
