Abstract
Twenty-first century Japan calls for a collaborative business model that brings together industry, academia, and government--a functional coalition among industrial firms that capitalizes on knowledge produced by universities and which enjoys the support of local government. In this paper, I pull together the respective intellectual contributions of these various sectors to consider this challenge from a new perspective, introducing an initiative to establish a public industrial research platform in the field of marine research that will be able to lead to rapid answers.
