Kansei engineering is important issue for consumer oriented product development process. Especially in the manufacturing industrial field, kansei engineering method was used many years and a lot of new products were developed. Recently this technology is widely spread to civil engineering filed, such as land-scape design field, river-scape design field, public construction design field and so forth. On the other hand, the kansei analysis results are transferred to the knowledge base (KB) and database (DB), and those are utilized in the kansei engineering system (KES), which support both designers and consumers to decide a design. Previously 2D based photographic image, 2D model and pictures are displayed as the KES's output. Recently web technology and graphic technology are progressed rapidly. In this paper, we propose the new framework of VR KES using Java 3D technology, which can display 3D candidate image and allow the user walkthroughing the target space under the internet environment. We also describe the prototype system which treats river-scape design as the domain field of the new KES.
