Abstract
In this paper, assuming that a local area is a system, we have discussed “the revitalization of a local area and the diagnosis of its management.” In order to treat a local area as a system and as a target for management diagnosis, we must presuppose the following: (1) definition of its system boundary, (2) organization of the area and (3) quantitative evaluation of its resources and assets. Provided that these requirements are being met, use of visual representation tools like BSC-based strategy maps may well enable us to draw for organization and control of the area a strategic scenario in which national visions are to be broken down schematically into the roles to be played by individuals and organizations constituting an integral part of the system.
