Regional industrial policies have seen cases of cooperation between private-sector support organizations and government. Few studies, however, have assessed and analyzed the activities of private support organizations. The purpose of this paper is therefore to investigate the activities of Shinkin banks cooperating in the “Kawasaki Model” being developed in various regions and to assess the industrial policies conducted in cooperation between local governments and private support organizations. The results of the survey suggest that it is essential for Shinkin banks to take into account not only financial support, and that while it is necessary for private support organizations to continuously accumulate knowledge and experience regarding how to provide support, local governments also need to accumulate knowledge, experience, and information and collect information regarding how to manage regional industrial policies. In addition, the study found that local governments also need to accumulate knowledge, experience, and information regarding how to gather information to manage regional industrial policies.
