Abstract

The air pollution of SO2 due to coal combustion has been a serious environmental problem in China. The objective of this study is to develop an integrated simulation model and to propose an optimal environmental policy for the local environmental problem at the municipal level. The integrated model incorporates the economic model with the sub models including the desulfurization activities, the occurrence of health damage, the diffusion of SO2, and the soil amelioration using gypsum derived as a by-product in the desulfurization activities. Using this integrated model, we have estimated the impacts of the desulfurization activities on public health, food production, and economy in Tianjin and Shenyang.
