    This year (2010) is 25th commemoration year that JAMES had been established since 1985. It can besaid that 1985, when this academic society was established, is a turning point that came for the world to change the aspect greatly. Since the relation of international interdependence has been rapidly deepening 25 years, Global economy came to enable us to enjoy a lot of profits, while a regional crisis used to remain regional came to spread instantaneously throughout the world. As prescription for such a global crisis, promotion of effective innovation under international cooperation is a pressing issue. And at the same time, we would have to make a grand design that efficiently assembles new technologies (prescriptions) under international cooperation.
    Since its establishment, JAMES has being discussing problems that should be thought globally with specialists in each field of the problems. In 2010, as JAMES has an academic agreement with Pakistan Macro-Engineering Society, we expect the activity of JAMES to be expanded. I hope that this year (2010) becomes a turning point where the JAMES makes a step toward the true internationalization.

    The air pollution of SO2 due to coal combustion has been a serious environmental problem in China. The objective of this study is to develop an integrated simulation model and to propose an optimal environmental policy for the local environmental problem at the municipal level. The integrated model incorporates the economic model with the sub models including the desulfurization activities, the occurrence of health damage, the diffusion of SO2, and the soil amelioration using gypsum derived as a by-product in the desulfurization activities. Using this integrated model, we have estimated the impacts of the desulfurization activities on public health, food production, and economy in Tianjin and Shenyang.

    It is important for a nation to have automatic stabilization mechanism that changes nation's basic structure and system smoothly. People can enjoy happy and safe life under that condition. We have many difficult problems of aging, internationalization, social integration by information, and global warming etc.. Modification of basic national structure such as legal system including constitution is urgent. If the revision work is still so slow as up to now, the risk potential of nation's sustainability will go rapidly to a deteriorating stage.

    Increase of unemployment results in increase of starving population due to the lack of purchasing power.To prevent unemployment from hunger, in addition to training for sustainable agricultural and environmental management, it comes into my mind (1) to pay for labor to preserve environment for sustainable agriculture, or (2) if wages are not enough to purchase sufficient food, to rent such productive means as enough farmland with farming tools for self-support, while it is necessary to prohibit crop-exporting states from financially aiding their own crop farmers toward dumping effects, to give continuous incentives to the potentially otherwise unemployed, and to maintain peace and order.
