To conduct better environmental technology transfer to developing country, 1) mutual understanding for the environmental situation, economical and technological conditions, and 2) more substantial or effective usage of the analytical instrument in each institute are important. Taking into account above conditions, we proposed the simplest methodology of the environmental quality evaluation based on routine works. The main skeleton of the proposal is parameter supplement consisting of upper supplement, similar parameter addition such as for EF-analysis, and side supplement of one, new parameter introduction, such as water soluble ion analysis for aerosol measurement.
