Abstract

This article deals with the birth of the thought of zoning (abgestufte Bauordnung) in Germany. From the middle of 1870s, it was gradually recognized among german reformers that it was necessary to treat the building regulation in new urban areas separating from old urban areas. In 1893, Adickes and Baumeister presented the following comprehensive thought of zoning officially at the 18th meeting of german area, outer area and surrounding of towns. They aimed through the zoning, especially the control of building-density, to control the price and to make a healthy housing-conditions in new urban areas.
