A basic character of Zoning system can be found in the theories of land use change and land use policy. In this study, it was analized with the survey of fourty-two local governments in the metropolitan area that the land use change in industrial zone especially the change of use to residential from industrial caused problems such as aggravation of residential environment or industrial activities and how do they cope with the situation. And some methods of land use inducement and their application were studied.
