Abstract

In the plan making process of community improvement there are several plan proposals, which are (1) administration proposal of its intention to the residents (2) residents and administration make a plan in a participation organization (3) the administration or the participation organization make a plan, which is authorized and has some power. All examples of 5 case studies had this process, but there are differences in the contents, expression, maker and reader of the plan proposal. According to this process, the meaning of participation differ.
