The purpose of this study is to define problems in the method of the Building Design Standards for the urban landscape. Questionnaires were distributed to building owners and professionals involved with construction that is regulated by the building Design Standards in Kobe, specifically, agreements and regulations for the urban landscape. According to the character of the area regulated by the building Design Standards, they can be classified into three types, conservation, renewal, and development area. Several problems of the Design Standard criteria and systems become apparent.
