Abstract

This study clears the conception of the Osaka city-area improvement planned in 1886 and in 1887. The logic of this was “Exclusion and Concentration”. We can see this by the action of the urban facilities such as amusement quarters, factories, prison, and slums which were exclused frin the urban district and concentrated in the outskirts of it. Exclusion is one of the primitive style of urban readjustment. It seems that Gozo Tateno, the governor of Osaka prefecture then, intended to order the urban district with the concept of exclusion.
