A goal level of road construction is established as a guide of long term planning for urban road networks and sequential improvement planning. The establishment of the level is an important problem and should be carried out with indices considered state of land use, higher usage and width of road. Traffic demand model equation with land use and higher usage is proposed in the study and decision method of trunk road location and density is discussed. The method is based on an idea that heavy load of traffic should be avoid for local streets enclosed by trunk roads.
