THIS PAPER RELATES TO ANALYSIS OF THE RELEVANCE BETWEEN THE LEGAL CONTROLS OF BUILDINGS AND DISTRIBUTION OF BUILDING STRUCTURES IN THE TOKYO METROPOLITAN AREA. FURTHER, THE AIM OF THE LEVEL OF FIRE SCHEME IN AN URBAN AREA IS DISCUSSED THROUGH STOCHASTIC FIRE SPREAD MODEL. THROUGH THE ANALYSIS ABOVE MENTIONED, THE FOLLOWING ITEMS BECAME CLEAR: (1) THE FIRE SPREAD SPEED INDEX IN QUASI-FIRE-ZONE IS GREATER THAN THAT IN NO FIRE CONTROLLED ZONE. (2) A ADEQUATE LEVEL OF FIRE SCHEME IN QUASI-FIRE-ZONE WILL NOT BE CARRIED OUT UNLESS THE PERFORMANCE OF FIRE PROTECTIVE LEVEL OF WOODEN BUILDINGS IS IM-PROVED.
