THE PURPOSE OF THIS PAPER IS TO ANALYZE THE EXISTING CIRCUMSTANCE OF URBAN TURISM IN JAPAN, AND TO MAKE A PROPOSAL ABOUT THE URBAN TOURISM DESIGN ADAPTED THE METHOD OF MODEL CULTURE. FOR THIS PURPOSE, THIS PAPER MAKE EFFORT TO DEFINE THE EFFECTS ON ITS SOCIO-ECONOMIC, ENVIRONMENTAL AND CULTURAL ASPECT THAT HISTRICAL ACTIVITIES OF GOVERNMENT OF LOCAL CITIES FOR TOURISM DESIGN HAVE HAD, BY CLASSIFYING ITS DESIGN STAGE INTO FOLLOWING THREE STEPS; (1) PHYSICAL DESIGN, (2) PERFORMANCE DESIGN AND (3) ATTRACTING DESIGN.
