THE LOCATION OF AN INTERCHANGE HAS AN IMPACT ON THE INDUSTRIAL, COMMERCIAL AND RESIDENTIAL USE OF LAND AROUND IT. THIS PAPER PRESENTS A METHOD OF EVALUATING THE EFFECT OF LAND USE REGULATION AND DEVELOPMENT INCENTIVE ON THE EXISTING USE OF LAND WHITHIN 3 KILOMETERS FROM AN INTERCHANGE, AND APPLIES THE METHOD TO THE THREE INTERCHANGES IN NIIGATA PREFECTURE. IT MAKES A QUANTITATIVE ANALYSIS OF BUILD-UP AREAS AND THEIR APPROPRIATE USE TO THE AIM OF ZONING REGULATION. THE EFFECTIVENESS OF LAND READJUSTMENT, ROAD IMPROVEMENT AND OTHER INCENTIVES IS ALSO ASSESSED.
